Free Hosting Site

I want to do a free hosting site. This should be a fairly simple project. I want to pretty much do a clone of http://www.700megs.com/
It should have a similar control panel etc. I pretty much just want a 100 percent clone of this site installed on my server and ready to go. I do lots of projects on here and on other sites so take that into consideration when making your bid.
I would not be surprised if there is open source code that will handle most of this functionality already. So hopefully that will significantly shorten the development cycle. I will choose the programmer with both the best price and best feedback.
